I want to get a C&R license and its my first time applying, I came across a few problems while filling out the form. I when to the local PD for help but they said they’ve never seen a form like that before. They also didn’t know who the Chief LEO is.
So I’m hoping someone here can help me?
One question 10: Non-immigrant alien certification of compliance with USC 18… etc,
I’m a US citizen, do I need to fill out any part of #10 A, B, or C? Because on C it asks "are you in possession of a valid hunting license of permit lawfully issued in the US?" followed by "if you answered NO, you likely cannot lawfully possess a firearm and therefore cannot be a federal firearms licensee". I don’t have a valid license right now, and I’d rather not have to spend alot of money to get one in order to get a C&R. does Question 10 apply tome at all?
List #14, requires me to make a copy to local Chief LEO or Sheriff, does that mean city CLEO or county CLEO? If I drop by the county courthouse and go to the county sheriff’s dept can I get help there? is that the CLEO I give my copy to?
List #15, "title": what does that mean?
and finally to apply for a C&R license, is this the only form I fill out?

I thought that the BATFE website had a FAQ or help section.
Depending on where you live, city or rural, you should see the Chief of Police or the county Sheriff.
Chief LE will be the Sheriff, he has (in theory) superior authority over the cities in his county.
If you were a natural born US citizen there’s no issue. If you’re a naturalized citizen but are still legally here, answer appropriately. Besides hunting licenses to hunt my state doesn’t require any licensing of firearms so that never applies. Lots of shooters will never hunt, so it’s not a requirement. Just read the question and answer appropriately. DO NOT LIE ON A FEDERAL FORM.
Once you’ve completed the packet and it’s requirements just send it it.
First – why did you bother asking your local police about a BATFE form? It is not their form – it is BATFE. That is like going to Denny’s and asking what McDonald’s secret sauce is made from.
BATFE has a huge FAQ on their web site for this form. It has every possible questions answered.
The part about the hunting license – it’s for non-citizens of the US to fill and prove they are in this country. If you are in this area of the form, you didn’t read the directions well. You should skip this if you are a citizen.
Your chief LEO – will be the local Chief of Police for town you live in – or – the head of the local state partrol or sheriff office………. or anyone second to them with ‘by direction’ signature authority. You always, always, call the non emergency number of the local police station and set up an appointment to meet with the police chief to ‘get his signature on some federal forms’. You never walk in cold – unless they have signed your stuff before an know you – walking in cold off the street is a great way to get the cops confused, and when confused they will refuse to your sign you off. This makes it 10x more trouble for the next guy.
That – and if you applying for the C&R – that means you are suspose to be a collector who buys and trades with other C&R license holders. You should already have a network of folks you have been working with on your colleciton – who already have filled the form out tons of times?
Sounds to me like you are not a collector? Are you sure you are applying for the right license? C&R guys usually stick together like glue. Soon as you mention applying – they flood your email inbox with hints on how to fill in the form and get past your interview with the police chief.

When I got my C&R, I did not have a network of collectors. I was new at this, much like you sound to be. Everyone has to start somewhere.
Question 10: Did you read question #9? In the column that asks you for your country of citizenship says you have to complete question #10 if your country of citizenship is other than the US. Even question #10 says that it has to be filled out by non immigrant aliens listed in question 9. If you are listed as a US citizen in question 9, you can skip question 10.
Item #14: Your Chief LEO will be the Chief of Police if you live in a city or an incorporated area. If you live in an unincorporated area, your Chief will be the country Sheriff (or Bureau or Parish). If you do not have a local or regional police Chief or Sheriff, then I would send it to the ranking member of the State Police.
Item #15: Title is assuming you are filing on behalf of a group of people or a corporation. If you are, your title is requested (CEO of XYZ, COO, President of the Board, etc…)
