Sure, as long as any modifications are legal mods, you can sporterize a rifle. Now, once you sporterize a C&R rifle from it’s original configuration, it is no longer considered a C&R firearm, so any sales or trades will not be eligible for C&R status. All laws must be followed as per a non C&R transaction.
Here’s an example. If you buy a C&R eligible rifle like a Mauser or Mosin and you change the stock, barrel or sights, add a scope mount, maybe a turned down bolt, etc. it is no longer a C&R rifle. You can sell it as any rifle but you cannot ship it to someone who only has a 03 C&R license, only a 01 FFL.
As a collector and C&R license holder, I will advise you personally to think very carefully before modifying any rare or historically complete old guns. There are a lot of barrelled receivers and already sporterized rifles out there from which you can build a sporter. But it’s your rifle, so you do what you want with it.

If you can legally own a gun, you can sporterize it as long as the gun that you end up with is a legal firearm. No specail license is needed. However, you may not convert it into an illegal firearm such as a fully automatic weapon unless you hold a class 3 FFL.

EXCEPT in the case of C&R machine guns. Any modification to the reciever of a machine gun, even a C&R machine gun requires prior BATF approval.
As far as normal guns go, the only thing you are not allowed to do with a C&R is engage in the BUISNESS of SELLING firearms. Just because the license is a "collectors" license, you do not have to keep the guns in original condition, or for that matter keep them at all. you can sell or trade one OF YOUR GUNS to a buddy here and there,
