I have worked at a retail store for a year as a photo technician. They also sell ammo. My store manager wants all the employees to get a federal firearms license to sell ammo. This is his policy, not the store policy. My question is can he force the employees to get a federal firearms license?

he cant force you, if you don’t want to then you can quit. if you want to remain working there then yes he can set the requirements for employment.
BTW: what kind of store develops photos and sells ammo?
No. A FFL license according to the ATF is not needed to sell ammunition.
