For open carry while on official orders, you will need to have your paperwork on hand and it would benefit you greatly to coordinate ahead of time with local law enforcement in the area of operations. Your permit to own is also your concealed carry permit. The standard permit is NOT valid in NYC. That will get you a year at Rikers Island even if you have a medal of honor around your neck.
