As an agent of the government (which any military person is), in the vast, Vast, VAST majority of cases, you must comply with local/regional laws.
Firearms are NOT one of those exceptions unless the region you are in is in some sort of exceptional state (e.g. marshall law).
For open carry while on official orders, you will need to have your paperwork on hand and it would benefit you greatly to coordinate ahead of time with local law enforcement in the area of operations. Sorry, but not even close for personal use. NY has some very restrictive gun laws. In order to even own a pistol you must go through a 6 month process to get your permit. Your permit to own is also your concealed carry permit. The standard permit is NOT valid in NYC. That will get you a year at Rikers Island even if you have a medal of honor around your neck.
