Requirements to Possess New/Transfer Firearm (Individual)
An individual must be a Filipino citizen, at least 21 years of age, of good moral character and qualified to posses/own a firearm. Application form must be properly accomplished, signed by the applicant and duly notarized. The following forms are to be strictly complied with before submission:

Gun Safety Seminar with OR

Police Clearance (Place of Residence)
Mayor’s Clearance (Place of Residence)
Court Clearance (Place of Residence)
Ballistics/Stencil Report
PNP Form No.12 (Permit to Purchase Firearm and Ammunition)
Firearm License Fee (EO256) and Surety Bond
Firearm License Card Fee P150.00
Deed of Sale or Affidavit of Transfer (For Transfer Firearm)
Three (3) 2×2 and two (2) 1×1 ID pictures with signature
Proof of Citizenship for Foreign Sounding names (Birth Certificate, etc.)

Letter request addressed to C,PNP (Attn: C,FED)
Proof or document showing that applicant is under actual threat or his life is in imminent danger
Xeroxed copy of renewed Firearm License
Xeroxed copy of expired permit (for Renewal)
Medical Certificate – attesting to the applicant is fit to possess, handle and carry firearm
Senior Citizen’s ID Card
PTCFOR ID Card Fee – P150.00
FOR AFP / PNP / BJMP PERSONNEL
Latest Enlistment/Re-enlistment/Appointment/Absorption Order for those in Active Service or Retirement Order for Retirees

i wont claim to know the state of the bureaucracy in the phillipines, but to me in the US, that just sounds like a lot of "rubber stamping", although significantly more rubber stamping than we have here, and thats a good thing considering the only living target a hand gun will ever have is a human being, whether in malice or self defence.
edit: i guess i didnt really answer the question. while it looks like an awful lot of paper work, i still dont think it would be that hard to obtain a handgun legally in your country. i definitly would be able to accomplish all those things (except being a citizen of the phillipines ^_^)
again, i wont claim to know anything about the phillipines, but i would also contend that most of the crimes this "hoop jumping" is meant to prevent are committed either with unregistered or otherwise illegally obtained weapons.
Yes! but only law abiding citizens follow the law.even in your country a criminal will not go through the red tape to get guns the black market will always sell criminals guns if the price is right and sell you one also.these days you cannot depend on the law to protect the public.you do whatever you have to do to protect your self. you know what I mean wink! wink!
You can go buy the gun illegally like everyone else that has one for illegitimate purposes does.
