federal govt. should they not be allowed, under this license to carry a concealed firearm without have to jump through the state hoops?
but that’s what I’m saying. the govt already has all my info.

Many states require much more than a background check before issuing a concealed carry permit (CCW). Some require classes in shooting and relevant state laws. Others require documentation and/or demonstration of competence with a firearm. Some limit the firearms you can legally carry. None of that has any relation to being an FFL, so you have to jump through those hoops.
Carry permits are issued by the county under state law. These laws can be different from state to state.
Federal authorities are not allowed to compile or keep the info used by the states for issuing permits.
It would be simpler for a gun dealer if an FFL was all you needed but I like the ATF&E not knowing everything about my guns.
