You find a local FFL holder that can do a transfer for you. You then have the dealer off the web send/transfer the firearm to your local FFL guy and you then go and flll out the forms locally and pick up your weapon.
Most FFL holders will charge between $10 and $25 for a transfer.
The system gets everyone to fill out the proper forms before getting the weapon, nothing more. If there’s a waiting period on the weapon (look at your state laws), that local FFL holder will be the one that hangs onto the gun til your wait is up.
You have to purchase new firearms from a FFL dealer because the government requires forms and background to be completed by and on the new owner on all modern new firearms.
The only exception is black powder firearms that do not use a cartridge. Only gun parts containing the firearm’s serial number have to be ordered or shipped to a FFL dealer.
You need a FFL to order guns and some parts. If your part costs 30.00 he will probly make you pay for shipping and maybee tack on 10.00.My Faters best friend used to own a gun shop.He used to let us order things through him at the price he got them for. That was great. He also would call us if there was a guy trying to sell a gun.I rember one time my fater bought a Colt Python and a Colt Diamondback for 250 each from a guy at his shop. The pistols were not stollen either.
one must use a ffl to order frames, such as a 1911 frame. not the slide. or say a AR-15 lower receiver. and certain parts. you may order, a upper receiver from any of the many ar-15 companies without having them sent to a ffl. you may ship direct to your home. but anything the atf say is a firearm, you must comply with the ffl, the atf and state laws.
