I’m 18, can I get a C & R license?
My state law says I have to be 16 to purchase/own a rifle/pistol. Federal law makes it so that you have to be 18 to buy a rifle from an FFL, 21 for a pistol. If I can get a C&R license at 18, could I get a C&R certified pistol?

I don’t think you can get any kind of class 3 license unless you are 21 (for just the reason you described).
