Unless you live in New Jersey, Massachusetts, or Illinois, you don’t need to get any "license" or ID card before you can legally buy a .22 caliber firearm.
It’s required. Where I live, anything with a muzzle velocity over 700 fps requires registration and a permit. A .22 is well over that.
Unless it’s classified as an antique, yes, you do in just about most if not all States.

In most states no, however in a state like IL, the requireyou to have a Firearms Owner ID Card to possess firearms legally. Your local FFL dealers can advise you on this matter.
