I am a MA resident, with a class A unrestricted LTC. I’m trying to buy an H&K P2000 9mm through a private sale from a friend who is a non FFL dealer (private party) in Texas. It is my understanding that although the weapon is not on the MA approved handgun roster, the sale can be made as long as the proper transfer paperwork is filed with MA, and that basically the approved handgun roster only applies to firearms that can be sold by licensed dealers in MA, and therefore would not prevent a private sale of a gun that is not on the roster. Could someone with a working knowledge of MA regulations chime in on this please?

You CAN NOT transfer a gun via private sale inter-state. This is where the approved roster comes in along with FFL dealers. You can transfer legally owned firearms inside the state but if the gun comes from another state it MUST go through an FFL. The state is awful for gun rights but there isn’t a whole lot we can do about it. I have a feeling if you file that paperwork with the state the local FBI will deny it and then confiscate it. Go to an FFL dealer to confirm but this was the law last time I did a transfer about a year ago.
Since Federal law states that the handgun will have to be sent to a MA dealer for the transfer to you, and that the handgun must be legal to sell in both states, you are out of luck if it is not legal to buy from a dealer in MA.
