I am a student in Kansas, but my license/car is still registered under my mom’s address in Missouri as my permanent address, as is the norm for students studying out of state.
I wish to fill out an 03 FFL for Curios and Relics so I can pick up a few milsurp guns to plink with on weekends. Nothing illegal about owning and storing them where I currently live.
However, under what address do I fill out the FFL? My current apartment address in Kansas or my permanent address in Missouri? I assume that if I have to fill out my form under Missouri, that I’ll have to have everything shipped to my moms place and then just make a trip to her place to pick it up?
Also, who exactly is the "Chief Law Enforcement Officer" that I have to give a copy of the FFL to? Local sheriff?

I’d fill it out for your KS adress. Other ID will do… rent bills, electric and gas bills etc.
The BATFE wants to know your permanent residence, so if you are just in Kansas for a few years you should claim your mother’s house as your address. The only downside is that the firearms must be sent to that residence and you would have to actually go there once in a while, but I don’t see that being a problem. The chief LEO would be the Chief of Police if you reside inside the city and the Sheriff if you reside outside of the city limits, but you might want to call the State Police to verify who has jurisdiction.

You don’t give a copy of your FFL to the Sheriff or Chief of Police, you have to send them a copy of your FFL application.
Remember that you DO NOT sign the original copy of your C&R FFL when it comes from the ATF. Only sign copies of the original.
Midwayusa, brownells, grafs, plus many others give dealer discounts to C&R holders. It will save you tons of money.
Once you do get your C&R, I recommend that you jump on the cz-82 pistol that aimsurplus and others are selling for around 200 dollars. They are very accurate pistols.

This is a bit of a sticky wicket. In general BATF expects all the guns in your C&R book to be kept at your primary location. In your case, since you have an address in Missouri that you keep personal items all year round, and you consider it to be your permanent residence, use your mothers address. All the guns will have to go to that address. Leave your C&R book at her house.
The CLEO will be one of two people, the Sheriff for your county or Chief of Police for your city. You can either mail them the form, or just drop it by their office. I personally use the local police because it keeps it local.

You can buy ammo at wholesale, and if you happen on a C&R machine gun that is out of state, you can save one transfer tax by having it shipped directly to you.

The only thing to be careful of is that this hobby has been know to cause aberrant behavior such as WW2 reenacting.
