What is the Law Concerning purchase of a Rifle from a private party in California ?
I want to buy a bolt action rifle from a private party.
1. I live in California
2. I am 21
3. The CA gun laws state that
"All firearms sales, transfers or loans, including private transactions and sales at gun shows, must go through a California licensed firearms dealer."
What does this mean exactly ?

It means that you need to go to a licensed gun dealer, someone with an FFL, and have the dealer mediate the transaction. You may not simply exchange a gun for money with a private party in California.
The Feds want to know where every gun they can document is. That way when they come to disarm the public, they know where to show up to confiscate your only defense against tyranny.
