ok so what is the law when you are buying a handgun from a private seller someone who is NOT a federally licensed firearm dealer. This is in the State of Wisconsin. please only valid and well researched answers.

You need to have a permit to purchase issued by the local cops.

There is no permit required for the sale of a handgun.
